As a matter of fact, yes. Some priests are chosen to become Monsignors and Bishops.
The title of Monsignor is an honorary title given to priests who have served the Church in extraordinary ways or who have done incredible ministry or who hold a special office in the Church.
Those chosen to be a Bishop are called from among the priests of the world. These are men of prayer and service. There is an office at the Vatican that helps the Pope decide who should be called to serve as a Bishop. These men can trace their history back to the time of Peter and the apostles.
The Bishop of each diocese earns a little more than the priests. With the added responsibility and demands of the ministry they deserve it!
